Introduction

With the Electronic Filing System (EFS), legal documents are filed electronically with minimal time and effort. Law firms that are not linked to the EFS or do not have a paid subscription to EFS can file their documents either through the LawNet / EFS Service Bureau located at the Supreme Court (for the filing of Supreme Court documents) or Chinatown Point (for the filing of Subordinate Courts documents).

The EFS Service Bureau assists by submitting legal documents electronically to the respective courts via the EFS Service Bureaufs Front End Application. In addition, the EFS Service Bureau can assist law firms by handling documents which cannot be filed electronically to the courts.

Besides serving the legal community, the EFS Service Bureau also serves litigants who do not have access to EFS to file court documents.

Operating Hours

The operating hours for the electronic filing of court documents at the LawNet / EFS Service Bureau are:

Mondays to Fridays : 8:30am to 5:00pm
Saturdays : 8:30am to 12:30pm

Our Service Bureau is closed on Sundays and Public Holidays.

All documents submitted before 1700 hours on weekdays and before 1230 hours on Saturdays will be processed and transmitted by the Service Bureau to the corresponding courts by 2359 hours on the same day. The time for the submission of documents may vary if the information required for filing is not complete. Please note that the filing date and time for documents submitted at the EFS Service Bureau will not necessarily be the date and time registered by the court. Instead, the date and time logged for a document is the date and time the document is successfully transmitted to the CrimsonLogicfs EFS servers.

Please note that the EFS Service Bureau will not accept any more submissions after 1700 hours on weekdays and after 1230 hours on Saturdays. In the event any document is submitted after the stipulated filing time, that document will be considered as submitted to the EFS Service Bureau on the following working day.

Documents pertaining to Supreme Court must be filed at the Supreme Court LawNet / EFS Service Bureau. Likewise, documents pertaining to the Subordinate Courts must be filed at the Subordinate Courts EFS Service Bureau (located at Chinatown Point).


Service Bureau Charges

When a document is filed via Service Bureau, the filing party has to pay the following fees:

1)     Court Document Fee

2)     Transmission Fee

3)     Processing Fee

4)     Service Bureau Manual Handling Fee

5)     Urgent Filing Fee (if requested)

6)     Hearing Fee (if any)

7)     Rejection Fee

Transmission Fee (per page)

S$0.80 per black-and-white page scanned (An additional fee of S$0.08 per page will be charged if the page is to be scanned in colour).

S$0.60 per black-and-white page scanned (ONLY for the filing of Bundle of Documents and Written Submissions). An additional fee of S$0.08 per page if it is to be scanned in colour.

These rates apply to the first 200 pages of documents. Please note that an additional of S$0.05 per page will be charged for the 201st page onwards.

Processing Fee

Filing of civil matters: S$4.00 per document

Filing of family matters: S$4.00 per document

Filing of criminal matters (High Court): nil

Service Bureau Manual Handling Fee

Filing of civil matters: S$13.50 per document

Filing of family matters: S$8.00 per document

Filing of criminal matters (High Court): S$8.00 per document (fee applicable if filed by Law Firm)

Filing of letters: Flat rate of S$1.60 per letter

Urgent Filing Fee

There is an additional surcharge of 16% of the Court Document Fee if there is a request for urgent filing.

     E.g. Court Document Fee = S$20.00
           Urgent Fee = 16% of S$20.00 = S$3.20

Rejection Fee

In the event that the Court rejects the document filed, an administrative charge of up to S$25.00 may be imposed on the rejected document.

Modes of Payment

All payment for services rendered should be made either in cash, Nets, cash card, cheque or Cashierfs Order made payable to gCrimsonLogic Pte Ltdh.

Company cheques of the filing company/law firm are accepted. No personal cheques will be accepted.

For litigants filing documents at the EFS Service Bureau in person, cash, Nets, cash card, or Cashierfs Order are accepted.



Step By Step Guide on filing via Service Bureau

  1. Download and fill up the requisition form and the associated paper filing templates. To download, click here.
  2. For each set of paper filing templates, prepare 2 copies of the requisition forms.
  3. Prepare the Court documents to be filed. A Document Information Page (DIP) also known as Cover Page is required for each set of court document. Please refer below, the *Note on preparing the Document Information Page (DIP).
  4. A Letter of Authorisation to file via Service Bureau will be required if the person who files the document is neither the filing party mentioned in the court document nor the solicitor representing the case. To download or view sample of the Letter of Authorisation, click here.
  5. Before you visit to file via the Service Bureau, please check that you have the following items ready:
    1. 2 copies of requisition forms
    2. 1 set of paper filing templates
    3. 1 set of court document with DIP
    4. Letter of Authorisation, if required
    5. Payment
  6. To file documents to Supreme Court, please visit the Supreme Court Service Bureau. To file documents to Subordinate Courts and/or Family Courts, please visit Chinatown Point Service Bureau.

*Notes on preparing the Document Information Page (DIP)

If you file the document via a Service Bureau, you need to prepare a backing sheet, which will be used as the new DIP. Please ensure that the case title and other information on your backing sheet occupies only the right half of the page lengthwise, as the left half of the page must be left blank for the Court's seal and annotations to be printed. Please check with the Service Bureau for further advice.
